€500 notes were withdrawn from circulation because they were mainly used by criminals.
So if someone legitimately had a large quantity of they notes, they would change them at the bank for smaller denominations wouldn't they?

Burglars obviously enjoyed their game of Hyde and Seek.
I think Gromit is saying that criminals are not members of the public because only criminals have exclusive use of 500 euro notes or, at least, 90% do.
Anyone with information should get onto the police as soon as possible because I’ve put up a reward.”
