Surely if they have one of the highest rates in the developed world then he would fit in just perfectly ? Do individuals pay for their own health service in NZ or is it a state run thing ? If the latter then I see some merit in their stance, but it still seems a bit over the top.
Apparently he has been losing weight recently, which suggests either that the assessment criteria have changed recently, or that someone new dealt with his application this year.

I expect that the publicity his case has now will mean that he'll soon be allowed to stay after all.
