Think it was Jimmy Rodgers.

Thank's Yorkie Lass
Roger Whittaker was more popular
Jimmy Rodgers' version reached number 7 in June 1962. No record of Roger Whittaker's version charting although he did sing it on TV quite a bit.
The original title of the piece is Country Gardens written for piano by Percy Grainger. Although Australian, he came to be associated with English folk dancing in the early part of the 20th century.
There was a really good recording from the 1930s by Cecil Dixon which reminds me of doing folk and country dancing at school! (though I hasten to add I'm not that old!
The piece was written very much as music for dancing; the words were added much later (I remember the Jimmie Rodgers version well).
Don't forget the Rolf Harris comedy version which was also a hit back in the 60s.
