Double Yellow lines question.

I live very close to Victoria Park in Southport, which is currently hosting it's annual Southport Flower Show. I live in a close, which has double yellow lines down both sides. So why, every year, do 2 signs go up at the close entry, announcing that there is to be no parking in my road, coupled with bollards spaced out every so often down and up the road?
Don't double yellow lines mean no parking in the first place?

Maybe it is to stop people who have disabled parking badges. They are usually allowed to park on double yellow lines for up to 2 hours I believe, unless they are causing an obstruction. The signs and bollards will be to prevent any parking at all.
But presumably you are pleased that it is being done to help you.

Builders Mate, it wouldn't bother me if cars were parked in our road. The double yellow lines are unnecessary as it is. It just pushes the parking furthur into the town centre.
Many people ignore double yellows when they know the local parking enforcement officers are off duty.

In some towns this happens all the time.

Perhaps this is a warning to those people that enforcement is more likely.
