What Is This?

When I switch on my computer and my start menu has loaded I get this in the middle of my screen -

VC Main.exe - Application error
The application failed to initialize properly (0xc0000135)
Click OK to terminate the application.

I have no idea what this is, how it got there or how to stop it appearing.
I usually just click the ok and it goes away.

Does anyone know how i can stop it coming up in the first place?
