is there a type of car that you can drive without a full licenes? i see it on a programme once would love to know the name of it

Micro cars can be driven on a full motorcycle licence:

Robin Reliants need a full licence as do microcars.

So the answer is no.
Any 4 wheel vehicle needs a full car licence.A reliant robin or any other three wheeler can be driven on a motor cycle licence.
