Can anyone tell me if it is a law requirement to change a full paper licence to new photo one?

No, unless it expires and needs renewal, or you move house.
If you wish to hire a car abroad, you will need the photo ID licence.

Thanks to all whom replied to my question, and pleased to say now very clear on the position of my licence.
Once again thanks to all.
�10 to change it, but free if you change your address.
the only paper one you need to change is the sheet you get when you pass your driving test,its valid for 2 years but if you dont exchange it for a photo card version you need to sit your test again!!
