Scaffolding on the A3 - why?

There is a mass of scaffolding on the LH side of the A3 northbound just before the Esher exit. There is also scaffolding on both sides of the road about a mile further on.

Does anyone know what is going on?

I would expect to find overhead power lines at that point ..

When changing lines over a highway, scaffold is erected each side of the road ...a net is strung between the scaffolds to stop the wire hanging in the road.
theyve done similar in suffolk recently for the power lines.
