How Do You Edit Something You'be Posted After It's Been Submitted?

A number of times I've seen typos or worse (used shoot instead of chute) after posting, but once the text is entered, I don't see how to open it back up to fix it.

I do see it! And, while I and many others agree with you, an edit facility appears to be completely beyond the "techies" [sic] who "maintain" [sic] this sight.

They are truly useless.

You spotted that, eh? Same as "You'be" in the OP.
That could be tricky if OPs could make alterations to the question once posters had started answering it.
Other Q&A sites manage perfectly well. It's simply that AB's IT staff is completely useless

ToraToraTora, TheAnswerBank is one of several such site I use daily. This is the only one that can't be edited. I see no such chaos on those sites.

ok but surely allowing editing means that people can change what they said making later posts look wrong.

I've also noticed that the site also capitalizes all words in the "title" question. I had thought that it was contributors that typed them that way until is saw that my question was converted from a standard question to an actual "title".
Answerbank is the crème de la crème of ‘such sites’ and is for really clever people who don’t need to spell check anyfing before submittink things.
