My brother insists that he used a car filler called Timotei, spelling could be wrong. I can't remember it at all. Any ideas?

Wasn't Timotei shampoo? (for people)
Never heard of that one, Davids Plastic Padding was the 'Glen Miller' of choice on the rust buckets of the 60's / 70's as I remember.
Isopon was the filler I used on my rust-buckets.

Ah yes Davids Isopon, car accessory shops seemed to flog Plastic padding by the bucket load in my neck of the woods along with many cans of aerosol spray paint that never ever matched the actual colour of the particular rust bucket that you were driving around in at the time.

Tamiya? It's an epoxy filler but used more for models than cars.
