Are double yellow lines without a T stop on the end still enforcable??

Apparently not, no. Neither are they enforceable if there are any breaks in continuity through poor maintainence.
I thought Morello was wrong, but on checking here it seems that the T-end is a neccessary part of the sign and no variant is permitted.
