You need the key access code.
It should be on a little card along with the radio code and alloy wheel locking nut code.
If this is lost you need to find a Rover garage (rare now) or a garage that used to be Rover. Hopefully they should be able to look the code up on their computer system. (for a charge).
This code is then input by turning the keys in the drivers door lock the appropriate number of times given in the code.
