I along with a few others on this site are often accused of giving into the terrorists, when we show concern of the possibility of terrorist attacks on the cities of this country.

Is the Head of MI5 also wrong in showing concern?

The UK threat level increased from Substantial to Severe in August so it`s not particularly news. He`s just voicing what is already known
Like all publicly funded institutions, the security services are under threat of cutbacks. Naturally they want to emphasise how important they are.
MI5, MI6 and GCHQ are drawing up plans to cope with reduced funding from next year, The Daily Telegraph has learnt.
The prospect of cuts in the secret services may cause alarm after intelligence suggested there was a continuing threat of Islamic terrorist attacks in Britain.

As stated above, he is just trying position his department to get the least cutbacks.

I don't think you are accused of giving in to terrorists. But if you allow yourself to be terrorised, and that fear is out of proportion to the actual threat, then the terrorists are succeeding.
