how can i permanently change the ratio of playback mpeg, avi etc to full screen size without effecting the picture quality to b able to copy to dvd? any ideas?

Im not sure you can.You have an AVI file that is of a certain quality,and the larger you make the picture,the poorer the quality.

Use tmpgenc to convert the file to DVD format. Provided the file is reasonable quality to begin with, you shouldn't notice any deterioration, particularly if viewing on a TV which is much lower resolution than a computer screen.

I should have said that the encoding process creates a new file of the correct ratio.
