What are we to assume or comment on from that link? There are no particular facts to determine what happened, so it could easily be a tragic accident caused by drunken jaywalking or caused by drink / wreckless driving. How are we to know and comment?

The accident in question was caused by a car mounting a pavement and hitting 3 young women who were walking on the pavement. Two are dead and one in a very serious condition. In the circumstances posting a frivolous question shows a lack of understanding and compassion for the girls and their families.
