what is that film ?

Hi, I saw a film sometime last year, I think it was on one of the BBC channels. The main storyline revolved around a man who wore a black cape, tophat and carried a cane. He travelled to this small snowy village and seemed to hypnotize the children, and at one point they flying in the air. He had all of the people in the local church and told them in order for him to leave the village, they would need to complete a task. This invloved a black bag with colored stones inside, and whoever took the black stone would be forced to surrender their child to him, and they would never see them again. P.S I think the child he eventually takes is called Tommy.


I'm sorry the deatils are so vague, but this is really all I can remember. I would be so grateful of someone could give me an insight into what it was called.

Thank you very much but it is not the film I'm looking for, although I looked it up on imdb.com and it looks quite good.


Please keep trying guys, as this is really bugging me, and if i can think of any more clues i'll post them.

Thank you everyone, but thank you so much to kate1976 who suggested "storm of the century", as that is the film I've been looking for. Thinking about it, it kinda makes sense that it is a Stephen King story. Unfortunately it is not available on DVD in the UK, but I have a multiregion player and will order the american disc.
