This (which, incidentally, I absolutely loathe) came to mind as soon as I saw your post:
However many people, including me, would put Eric Clapton's 'Tears in Heaven' near to the top of the list, as it was written following the death of his 4-year-old son from a 53-storey fall:
A similar song is Emma by Hot Chocolate
I can’t listen to the Eric Clapton song Chris.
Honey was the first single I ever bought! Along with Young Girl by Gary Puckett and the Union Gap.
Nobody could ever, ever, EVER, cover Tears in Heaven. It's absolutely heartbreaking, and I don't know how Eric can sing it without breaking down. RIP little man. xxx
Seasons in the Sun by Terry Jacks - the one they wouldn't play on hospital radio.
For me the saddest line in a song is in a Gilbert O'Sullivan song Alone Again Naturally - 'couldn't understand why the only man she had ever loved had been taken' about his mother. It always brings a tear to my eye as it reminds me of mine.
I always get emotional when I watch video of Johnny Cash's Hurt.
I remember that song. Reminds me of when my rabbit died. The 1970s seemed to specialise in sad songs.
>>> Nobody could ever, ever, EVER, cover Tears in Heaven.

There have been 95 attempts though!

I can't listen to 'Bright Eyes'.
this has a very sad, beautiful sound, about a couple being apart. All the sadder when you know Les Paul and Mary Ford did split up

I reckon this is pretty and sad:
Everly Brothers song Ebony Eyes must rate in the sad songs league.
Just listened to one of the songs on Buenchico's list of covers that got to me is the one broadcast for Hurricane relief with a lot of my favourite singers on the list of contributors. Sad song to start with.
