Even if Boris don't get a fixed penalty fine for partying, won't he be held responsible for holding the parties and that fine I believe was around the 10k?

From Schedule 2 of The Health Protection (Coronavirus, Restrictions) (All Tiers) (England) Regulations 2020:
"3.—(1) No person may hold, or be involved in the holding of, a relevant gathering in the Tier 2 area.

(2) For the purposes of sub-paragraph (1) a person who only participates in a gathering by attending it is not to be taken as being involved in the holding of the gathering".

As I understand it, it never has been suggested that Boris actually organised any of the 'gatherings' that the police investigations relate to. However one of them was allegedly organised by his wife.
That fine applies only to the organizer and then only if there were more than thirty folk attending.

There is also the possibility that the buildings are crown property and if so, they would be exempt from the legislation.
That figure of thirty might have applied at a later stage of the pandemic and a different figure might have applied earlier.

I will leave it to others to check that out.

Agreed, although in 2018 the Cabinet Office provided this response to a Freedom of Information request relating to the ownership of 10 Downing Street:

London was under Tier 2 restrictions during the relevant period. The maximum number of people permitted within a 'gathering' (other than where an exemption applied under the Regulations) was two indoors or six outdoors.

I’ve declared the first phase of my opposition to Boris Johnson over and am withdrawing my misgivings :-)
I can think of more complex situations, atheist.
Watching the excellent Jeremy irons playing Chamberlain on Netflix & seeing Dom giving his excuses about his trip to Barnard Castle, plus Cameron & Clegg outside, etc. it is apparent that the garden behind no. 10 is simply an extension to the offices particularly on a hot day (which it was) & stepping outside into it is common practice.

When it becomes a 'party' I don't know, & I certainly wasn't wearing a mask with company in my garden at that time. Fussing over such things when thousands are being massacred in Ukraine makes it to me a complete irrelevance.

CHRIS, S.73 of the Public Health (Control of Disease) Act 1984 states about Crown Property,

"(1) This section applies to any house, building or other premises being property belonging to Her Majesty in right of the Crown or of the Duchy of Lancaster, or belonging to the Duchy of Cornwall, ***or belonging to a government department,*** or held in trust for Her Majesty for purposes of a government department."[emphasis added]

I'm sure I seen somewhere that for it not to apply, the relevant local authority has to be notified that it is Crown Property.
When I say "not to apply" I mean the Covid legislation not applying.
Nominally wouldnt the head of staff for Number 10 ne the invitee, I doubt if Boris sends out invitations to after work booze ups.

That's a sick interpretation of what I said. but then....!

Looking at the newspapers around Europe & beyond, which are full of the Ukraine tragedy, anyone looking at Britain's faffing around about a glass of wine in a garden (yes I know they set the rules) two years ago, would give ammunition to anyone wishing to denigrate the country as having lost the plot.
