Is it a legal requirement for an employer to provide its workers with a P60 tax summary at the end of the tax year ? Also, if an employer does not do this, what steps should the employee take to obtain their P60 ?

Yes and you must have it 31 May. if after speaking to your employer, they do not respond, a call to the Tax Office is probably the best place to start.
Has teh employer accepted that a p60 hasn't been sent?
Often they are done electronically now. if you get your payslips on line your P60 should be on there too.

I am asking on behalf of my partner. she only works part-time and doesn't earn enough to pay tax or NI - does this mean she won't get a P60?

I have just looked at another post which says just that - you don't get a P60 if your earnings are below the threshold to pay tax ?
