Can anyone tell me what rules cover number of persons in a private car please?

i think you'll have to explain your question a bit more. Different makes and models have different numbers of seats. Putting 3 people in a smart car would be dangerous. Putting 3 people in a citoreon picasso wouldn't
the number of manufacturer fitted seat belts would be a good starting point
Think a good guide might be the number of seatbelts. Standard is two in the front and three in the back but as Bednobs says, best to check.

No it wouldn't. the law states that a seatbelt must be worn *if one is available.*

You can't carry more than 8 passengers on a standard UK driving license, you would also need to check the insurance as most insurance policies have a limit on the amount of people that can be carried that is based on the car.

Mine covers me for mini busses and trailers because of when I took it - my son's doesn't because he took hi more recently.

I meant people with class B on their license, which restricts you to a maximum of 8 passengers.

But you are correct "older"drivers (such as me) would have D1 on their license that permits upto 16 passengers.

Wow.... they really have made the minibus entitlement a minefield for drivers that have passed after 1 Jan 1997!

If a driving test was passed after 1 Jan 1997 you won't have D1 entitlement on your license, but you can still drive a D1 as long as certain condition are met!

Yes.

If you still have an old license it will come under class A on your license, if you have a newer license the entitlement will show as D1
To answer the original question, I think that the 'Construction and use ' regulations cover how many passengers ca be carried.
