the short answer is no, grandparents have no rights at all to see their grandchildren.
all you can do is appeal to the parents.

They do have a 'political wing' that is fighting for the legal right to access / contact for estranged grandparents.
Everyone is right ..very sad as my friends not seen her 2 grandchildren for 3years and is
now going to court to try and sort it out ..
