Not entirely sure but Tax Credits have a threshold of 30 hours so perhaps they see that as the changeover point? Seems reasonable to me.
There's no absolute figure - it depends on the circumstances.

If you work 35 hours a week for a company whose standard hours are 40 a week you are at least in their eyes a part timer. If you work 35 hours for a company whose standard hours are 35 you are a full timer.

If you are looking for a general definition yummymummy's figure is as good as any.
