Irrespective of whether they have a criminal record, foreigners can only work in Canada if they have an offer of employment from a Canadian employer AND the employer can show that it was not possible to find a Canadian citizen (or permanent Canadian resident) to fill the position. There are a few exceptions to the rule but, in general, it means that foreigners are not permitted to work in Canada.

If the job you're seeking is on the list of exempted occupations (or if you've found an employer who can show that it was impossible to find a Canadian citizen to fill the post) you'd have to apply for a visa. There's no strict rule about criminal convictions. Every case would be treated individually:
