How do people start working in HR/Personnel?

Every time I see a job advertised it's usually for graduates.

So is there any way to work in this industry without a degree, and if so - how? How do you get your foot in the door?

One way to do it is by finding a job as a junior HR Administrator and working your way up to Personnel Officer and above, from there. I've employed people and taken them through that route.
It depends where you are starting from (in terms of experience and qualifications) as to whether this option is likely to sound attractive.
