The part after the '@' sign in any email address is the domain name used by the provider hosting the email service. For example, many of my email addresses end in 'gawab.com', since that's the (Egyptian-based) free email service that I like to use.
me.com is the domain name used by MobileMe Mail, which is a web-based email service offered to users of Apple devices (such as iPhones, iPads and Macs):

to add to Chris's answer, any domain name can have email addresses setup on it (and most do), for example the domain name for answerbank is answerbank.co.uk and the editors email is [email protected].
So if you wanted a more personal email address for anything you could buy a domain name and then use that for your emails, so you could have a email address off something like [email protected] or [email protected].

To add to Chuck's answer, you could buy a domain name so long as it hadn't already been registered. If you fancy <your surname>.com, you're almost certainly out of luck unless you have an unbelievably rare surname, as all have already been registered many years ago...
There are many sites where you can check if a domain is available or not. This is a good one: http://www.hostinguk.net/domain_names.asp because it will not only show the domain you searched for, but will also allow you to look for others with different prefixes. E.g. supposing you wanted to register rae.com, it would tell you that it had already been registered (not by me, I hasten to add!), but would then allow you to check for rae.co.uk, rae.biz, rae.net etc...
