Its called a "Caterpillar".

The more complete descriptive name is Caterpillar Tracks.  They are also reffered to as tracks.

Tracks are tracks.  Treads are the part of the track that touches the ground.  On tracked military vehicles rubber treads can be inserted into the tracks to enable them to be driven on roads.
