Normally you will have to pay duty and VAT on any goods you import which have a value greater than 18.00.

The rate of duty is dependant on the item you are purchasing but on most clothing it is generally 12%, this is payable on the total value of goods plus any shipping/postage charge you may incur.

If however the total duty payable is less than 7.00 you will not be charged.

There is currently an additional duty charge on some U.S. origin goods because of EU sanctions, this is currently 15% and will rise by 1% each month until the sanction is cancelled by the EU (there is a strong possibility this will be in the near future). This additional charge is very item specific and you can only find out if it applies once a Tariff has been identified for the goods you are buying.

VAT is payable at the standard rate of 17.5% with the exception of childrens clothing which is VAT free.

VAT is payable on the total of the goods plus shipping charges plus any duty payable.

 Hope this helps.

The only thing I can add to the excellent answer above is that some US mail order shops offer to provide a shipping invoice at a lower value to reduce the duty and VAT payable.  This is not a good idea as UK Customs do sometimes review declared values and it may lead to delays in clearance, penalties and / or forfeit of the goods.
