I have one of the above items, 4 vanes mounted on a pivot enclosed in a glass ball and the vanes spin when exposed to light.

3 questions,

1) What is its correct name?

2) How does it work?

3) How do they enclose it in a hollow glass ball?

It's called a "Crook's Radiometer".

Read http://math.ucr.edu/home/baez/physics/General/LightMill/light-mill.html for some of the science behind it (not easy reading though).
