Agency slow/withholding pay

I recently left an agency job to take up an offer from another agency.4 days after leaving the 1st agency it came to light a drill had gone missing(a case of he has left he must have taken it)Now I am having trouble getting paid.Can agencies/ clients not pay some one just because things go missing.

Even a locked tool-box on a site can't prevent anything going missing. (OH is in construction and has been for many a long year)
I can't see how you could be held liable, I don't have any knowledge of the legality of the situation (Employment law etc) but can only offer good luck.
