Paypal Payments To Bank Account

Last month I made my first & only sale through Ebay & I had stipulated that the article for sale was collect only, everything went through OK the purchaser paid through PayPal & collected the article. I have now received an email from PayPal informing me that the funds are now available but do not inform me how to collect payment. When I try to contact them I am informed that they need proof of delivery ( which of course I don't have because it was collected). Does any ABer know how this system actually works ?

Yes, if you sign into your paypal account you will see what needs to be done to withdraw the money, maybe after a validation/account verification process. Another point may be that the buyer hasn't ticked something to confirm receipt, although I don't recall that being necessary (perhaps it is necessary just for the first sale)
Is the email actually from paypal? and not a email address that looks like on paypal would use?
There has been a scam running for years where people say they have paid, send a fake email saying the funds are in your account and then make you send them a tracking number. They then have someone else pick that item up from a location that you have sent it to. This also happens in person (collection items).
Have you logged on to your paypal account directly via the web bar and checked to make sure there is a pending transaction? The funds can (and this one is down to paypal) take 28 days before they are released.
Also, regardless of whether they paid you or not, it's always good to get a release note so that if this person says they have not received the item or never came to collect it you can prove they did.
I deal with people like this all the time and I've even played a few games with a few scammers myself. If it is a scam the police cannot and will not do anything because I've also been down that route myself.
You have to ask yourself one question. Why would someone pay via paypal when they are collecting in person? How much were the cost of goods and did they look sincere?
There are so many scams out there and not one has fooled me yet but then again I'm aware of the abilities of people and the use of internet scams.

Although diz puts one perspective, I've never had any problems in collecting my funds from PayPal, ron.
When you log into your PayPal account (and do it direct, not through the link in the email, just in case!), there is a tab which says something like "transfer funds to bank account". You click on that,then tell them how much you want to move and into which account (in case you have more than one active on PP - e.g. I have a bank account and a back-up credit card on mine). They then confirm on the next screen, and within a couple of days you can usually see the credit in your account. If you look at your PayPal overview, you'll be able to see it's moved from your account too.
I hope this works for you - I've never had anything like a proof of delivery request from PP, so I'd be a bit cautious of that email (unless others can say otherwise).

boxtops: Proof of delivery would apply in the following instance;
I advertise something on ebay and say it is collection only. You then contact me and say you are willing to pay for it to be delivered. As soon as I get your money I send the item in the post.
Transactions can be reversed as paypal hold money so if you felt that I hadn't sent the item or wanted proof of having sent it you could indeed stop the money from ever entering my paypal account.
This is why when I buy anything from ebay I pay a little extra for expensive items to be signed for. This protects me and the seller a little better.
If I was selling an item that was for collection I'd only accept cash or make sure that the money had already hit my bank account.
Some people spend every waking minute of every day just trying to find ways to rip other people off.
