I would think your library would be able to help, but before going that deeply into it, it might be worth a little scan on Friends Reunited or something, just to see if they're on there. You can search for a person by name and approximate year and you don't have to be a member to do so, although if you want to get in touch with the person, you have to sign up. Not sure how much it is, but I'm sure it's less than a tenner.

How old is their previous address?

Another site to try is Genesreunited. There are people on the message boards that have the 2004 electoral register on CD.  As long as this person isn't name John Smith or something else just as common, if you provided an area you think they could be, they could do a look-up.

Again, you would have to join to post on the message boards, it is 9.50 per year.  May be worth it if you find who you are looking for.

You could always try on-line UK People Finder - I found a long lost nephew via this site.
That's if this person lives in the UK of course!
If the person owned their property you can check the land registry site which you can do online for a small fee and that will tell you when they sold the property, which will let you know when they moved on, also try electoral roles.  I have recently helped find someone this way.  Another idea is to try ringing a neighbour or someone nearby to find out if they know where the person moved onto and then search the electoral roles in that area.  Do the people living at the old address have a forwarding address or can remember the estate agent that they bought the property from that might be able to help?
