everything your side of the main stop cock outside your property is your responsibility, nothing to do with the water board at all.

The water board only deal with the ones that are outside your property. If it is inside your garden fence or inside the house it is usually your responsibility so you would need to get a plumber.

"Water boards" ceased in 1979: your water supplier will tell you to "get lost".

Before you call a plumber, try a spanner! (A small, adjustable one is often best).

A leaking stop tap can frequently be fixed by simply tightening the gland nut, which is the part numbered '5' in this picture:

As Chris say's if it's the gland leaking it is easily fixed .. and you dont even have to turn the water off. If you look closely at the tap to check where the water is leaking from. more often than not, it seaps from the gland.
Have a look at this clip, it shows you how to repack a gland... I know it's not a stop tap, but a radiator valve works on exactly the same principal. But you will see the similarity and it's easily done in less than 5 minutes. The only tools need are an adjustable spanner and a roll of PTFE tape.
Dont worry, you can safely remove the gland nut without water escaping.
When the gland nut is re-tightened dont overdo it, or the tap wont turn.

Hey Babe I had this problem last year. This site told me to use Arctic spray on the mains side of the cock and work on a tap or fit a new one. Worked a treat for me i.e the spray gives about 20 minutes of work time.
