Illegal means forbidden by the law ... like murder.

Unlawful means that there is a rule of law which, in the event of a dispute, would lead to a ruling against you.

Trespass is unlawful, but not illegal.

Negligence is unlawful, but not illegal.

Theft is illegal.

Assault is both unlawful, and illegal.

Defamation is unlawful, but not illegal.

It sounds to me that the cops aren't going to be that interested in unlawful, that's for you as a citizen to act on. But illegal, they'll send someone around when they have a spare Plod available.
