i have been offered a property by birmingham city council there are 2 overgrown trees blocking the kitchen window would i have to take them down and remove them or would the do this

u can probably trim them back yourself, as long as u dont damage them or the property. ask BCC for advice
my nan lived on the pool farm estate in kings norton birmingham, she had 2 huge trees blocking the light out in the front garden, the council refused point blank to trim them for years and they had some sort of preservation order on them so we couldn't chop them down ourselves. email the councils environmental dept and ask them
