Though not having personal experience with any wisterias due to our climate, I've friends in California and near Atlanta, Georgia that do cultivate these. They both say that some wisterias will not bloom for several years. In one case it was 10 years!. They both report that the plants seem to respond to heavy pruning at the end of the growing season for the next seasons blooming. Additionally, they both caution that the plant is extremely invasive and needs to be cut back during the growing season (at least in the warmer growing zones) or it will run you out of your yard... By the way, in the State of Georgia it's considered a noxious, if beautiful, weed...
Hi pkc,
If they are newly planted, they can remain dormant for several months before they get going. Young plants can take as long as 7 years before they begin to flower.

A sunny site is best, against a warm south facing wall but it will do okay in other aspects as long as it is faily sheltered.
Late frosts can often kill the first blooms in may-june but they usually recover in time for their 2nd bloom in august.

A mulch in the spring and again in the autumn is appretiated and a rose fertiliser or other high potash-rich equivelent given in spring may help. Good Luck Tbird+
You also have to be careful how you prune as you could cut off the flower buds which are at the ends
