It can be caused by an insect or larva of some sort which tries to coccoon itself within a leaf - look very closesly at the curled leaves to check for this - You should be able to use a fruit-safe insecticide spray or systemic insecticide feed to deal with the problem.
Todays Manchester Evening News says that there is little you can do at this time of year - and spraying now will probably do more harm because you will kill ladybirds and other beneficial insects that are now building up on the trees. Their advice is to initiate a routine spray with tar oil in the winter when the tree is dormant.
Just one other point. Where did you get a young tree that is 9 or 10 metres high ?

Thanks for the replies I have started spraying the affected leaves and yes they are infected with bug's (black fly) when I was spraying I saw a lot of ladybirds on the tree so perhaps I should stop spraying!!. The tree came from a local nursery at Cews hill here in north London, it was about 5/6 feet high when I purchased it and towards the end of last summer it shot up and now it's covered in cherries some are turning red, when I lived in Manchester I didn't see any in the nurseries I think the weather is a bit warmer further south (more bugs though!!!)
