I think that you are looking for CUTLESS which is an American trade name for Flurprimodial. The product is used to retard the growth of grasses, shrubs and trees. Ask your local garden centre for Flurprimodial.
Allens, I remember using this on our Forsythia years ago. I'm not sure how safe it is for kids/pets/birds & other wildlife. I thought it'd been banned under EC regs. Its still available, and still marketed as CUTLASS, should cost you in the region of �9 for 250 ml. The big stores like Homebase & B & Q don't seem to stock it but my Graden Centre [as Mike says] does. I think it's made by ICI
I seem to recall reading in a newspaper - gardeners question and answer section - that this product is being discontinued (no longer manufactured). You can still buy the stuff but when stocks run out no more is available.
