Two Small Window Ledges

Each are only about 3 feet wide and 2" down. They need badly painted as they have had paint over paint for years.
I remember buying paint stripper years ago where you painted on the paint and it bubbled and you could scrape it off.
Now I am told by decorators - due to legislation the important stuff that is in the stripper has been taken out and hopeless. I really don't want to pay much for such small window ledges. Any advice. Thanks
