This is not corruption, it is mismanagement. It is also not necessarily a waste of money.

Before now, I have been on the receiving end of EU funds, it goes some like this...

1. EU says you can apply for up to £100k per annum to improve road safety.
2. You apply and get the funds.
3. You have a project but it only cost £90K so you have £10K that you need to spend.
4. This is when I usually get a call. I suggest good ways to spend the remaining money quickly.

It is not a waste because often the £10K achieves far better results than the £90K spent on the original project.
So it's not the EU that can't keep their 'sticky fingers' off of other people's money, it's you and people like you.
And if the £10,000 gets better results than the £90,000 it's hardly an achievement. Most people would keep such an embarrassing admission to themselves.
so that's why i'm always broke but you aren't.
Because they're thieving b******s. No wonder the anti EU feeling is growing stronger every day. The sooner we are out of it's evil grasping control, the better.

The same happens in most private businesses and local authorities. Budgets are allocated for projects beneficial to the business or council / Health Trust. At the end of the financial year, any underspend on the budget is reallocated.

Meanwhile on planet normal, ' The extension I built for you came in at £10,000 under budget,,,,,,,,,,,,,,,,,so I've replaced all the taps with solid gold ones'.
