Is It Safe To Mow Damp Grass?

Just a quick question: As above, is it ok (I mean safe) to mow and strim dampish grass?
I'm sure it is, but I just wanted to make sure there's no chance of electrocution.

If you've got any grass seed, sprinkle some on the bald areas.

Straight on to the mud? Won't the rain wash it away? (It's now pissing it down)
Wait for it to dry a while, sprinkle some grass seed and give it a light covering of soil.
Sprinkle on the bald areas?? Now I know why Tony has such a fine head of hair....☺

Just had a look in the shed and we do indeed have some. It looks a bit old, but grass seed is grass seed, right?
