I have this quite heavy silver chain with a queens silver jubilee coin on it. It was very tarnished and someone said soak it in bleach, which I did,but I forgot it for a couple of hours and it had gone black. Then I rinsed it and put it in soda and tinfoil which helped a bit. I am now trying to clean it with silver polish but its not like it was. The biggest problem is the chain is not looking too good.(its about 30 years old) Any ideas or should I just (giveup)

Ive always thought the best thing to clean silver jewellery up with is just soapy water and then dry well.
Try the baking soda and tin foil method.

Best of luck.
I do not know about jewellery, but I clean my silver plated cutlery with Goddards Silver Dip.
yes silver dip is excellent - don't soak too long each time tho' - and rinse well
I always clean my silver with toothpaste but not sure after the bleach bit
Jewelles sell special impregnanted cloths for cleaning silver - very cheap and very effective.

'jewellers'
Take it to a local jeweller and ask them if they can clean it, they use an ultrasonic bath and chemicals not available to the public. They should charge a nominal amount for the service.
Once you have got it back to how it should look, you only need to dip it in soapy water once a week to keep it looking good - that was advice from a jeweller after I had a silver item polished up by them.
^^ That's how I clean silver either AOG or DTC's method.
