How much does it cost to have an infra red scan of the outside of your property to see where most of the heat loss is? Would this not be a better way rather than either relying on HIPs or by making do and mend?

This is being done for free in some areas. Saw it on the television yesterday, but unfortunately didn't find out what organisation/company it is. They are scanning whole areas and then notifying the occupants where they are obviously losing heat through walls and roof.

Something like this, I suppose

HIP's are a total waste of time, I would agree.

If you what you say is true it can't come a moment too soon. If the technology is there it should be used and would benefit the country as a whole. I have heard of the Haringay scheme but it needs to be done elsewhere as well.

There is much talk about the government prying into our affairs but they could impose a fine if a householder knows he is severely lacking in insulation by this method and does nothing about it. You could put it into a similar bracket as personal waste collection and disposal where everyone has a responsibllity to the planet..
Problem is rov1200 that many houses in this country can never come up to the insulation standards expected (my own included). We have a vast quantity of houses that are very old with no cavity walls to insulate - I live in one! Fortunately though 2' stone walls act like a giant hot water bottle.

I don't think we can go down the route of enforcing home owners to fork out on insulation etc. Let's face it most of us just can't afford to lay out large sums of money in one go and grants (although they lead us to believe we are entitled to them) are not available unless you fulfil certain criteria and are on benefits or fall below a certain income.
