Part P for deffo or the building inspector wont sign it off....

I'm a sparky without the Part P registration and 99% of my work is industrail/commercial, Part P is too much hassle and most people wont pay through the nose to have extra lights or socket fitted in there house when they realise the earthing in the house is not up to scratch....
Part P applies to all electrical installation work carried out in dwellings. However, you do not need to tell your local authority's Building Control department about:

* repairs and maintenance work or
* extra power points or lighting points or other alterations to existing circuits (except in specially defined areas such as a kitchen, bathroom or outdoors)

I would say no.
Ethel, I have to say the extent of your knowledge never ceases to amaze me!
I bow to Ethel's far superior knowledge, likewise I am amazed at the extent and range of Ethels knowledge but surely if 'spal' is putting in a new ring main and distribution board it surely has to be checked - apologies to Ethel if I'm wrong?
No-one has yet got this right.
The answer is EITHER that a Part P registered electrician must install it, OR a Building Control application must be made, then BC will make themselves responsible for having the work checked, and issue a certificate for it.
