Who is responsible for cutting hedges bordering a road, is it the Council or the Landowner?

The landowner. If they don't keep it trimmed back so it overhangs the road, then the Council can force them to do it.

Some hedges are owned by the council!!

Even if they are the boundaries of private land?
if they are on the edge of private land they are usually owned by the landowner, but not always, sometimes the council build hedges as part of road improvements etc they are then often owned by the council. I used to be a tree surgeon and we were often employed by the council to trim hedges and trees belonging to them.
