Under which law is the restriction of 100 years before publication of census data made, and can it be overcome by the Freedom of information Act?

S.44 Freedom of Information Act 2000.

So, no, you can't quote the Act to get round it - it is part of the Act.

Freedom of information conflicts with data protection, and this is one way of consolidating the two.
