a religious equivalent of an ambassador - Papal obviously being Catholic.

Depending on..... they get extra powers - to make and sign treaties, rather than take the text back to Rome and ask the pope to sign

or to grant a divorce - as in Henry VIII case 1529
Can 't improve on naomi's answer. There's a chunk of detail, but that's basically it.
The papal legate did not grant Henry VIII a divorce, hence the split from Rome.
