Anybody know of a cheat which unlocks all the licences on this game.

There is a cheat disc that i got that came with a memory card which had loads of cheats for a lot of games. But it was for PS2 and i don't know if the disc is still made. The disc came with the memory card called Air action replay max and i think that was the disc name as well. Hope this helps.
