In what year were licencing hours altered so that it was possible to have a drink in a pub all day? I'm sure it was August 1988 but I need it confirming to settle an argument

I think I phrased my question incorrectly. What I meant by all day drinking was when pubs were allowed to remain open in the afternoon and not close at 15.00 and then re-open at 17.30/ 18.00 hours. I didn't mean 24 hour licencing. Sorry
And it was a pain in the ar&e....
