South America, mainly Mexico. Also known as the 'Texas sweet pickle' because it's used in Tex-Mex cooking a lot.
I think that they originated in Jalapa, a city in E. Central Mexico, but now they are grown all over the world. You could grow them here quite easily. Check out this web site and its many links. http://www.jalapeno.pepper.org/
