Balkan Vodka is one of the strongest ones I know of. It usually costs around 50 for a 1 litre bottle - I haven't seen it any cheaper anywhere. It is pricey because it is hand made in small batches and is high quality.
Most malt whiskies are 40% ABV. At around 20 per 70 cl bottle that is more expensive than 1 litre of 88% at 50

It's also pricey due to the high alcohol content and hence Excise Duty on it.

A few years ago, many popular brands of the main spirits changed from 40% to 37.5%. (eg Gordons Gin)This was due to changes in the level of Duty levied on alcoholic drinks, in that reducing the abv to 37.5% put it in a lower Duty band.

(Not that any of this saving was passed on to the consumer - it was just tied up in "new, lighter, cleaner taste" advertising)
